New Mexico’s Free Child Care Program: A Lifeline for Families
In a significant move to alleviate financial burdens for families, New Mexico has implemented a groundbreaking free child care program that is transforming lives across the state. Launched as a recovery initiative from the pandemic, this program is offering much-needed support to parents who often struggle with the high costs of child care. For many, this program is more than just financial assistance; it is a lifeline that allows families to breathe a little easier and focus on their jobs and education without the constant stress of child care expenses.
Take, for instance, the story of Maggie Wright-Oviedo and her husband, JJ. Living in Santa Fe with their two young children, baby Patricio and toddler Uriel, the couple faced the daunting prospect of allocating a significant portion of their income toward child care. However, thanks to this state-funded initiative, they pay nothing for child care. Maggie, a home-care nurse and prison outreach worker, describes the impact of this program as life-changing: "Without this, we would be struggling a lot, and with this, we are making it. This is the key."

The implications of this program extend far beyond individual families. Under a constitutional amendment approved by a remarkable 70% of voters, a portion of New Mexico's Land Grant Permanent Fund is now dedicated to early childhood and public school education. This fund, established in 1912 and primarily financed through taxes on nonrenewable resources like oil and gas, has become a critical resource, channeling over $150 million into child care subsidies. Now, families earning up to 400% of the federal poverty level, roughly $124,000 annually, can access free child care, while existing copays have been waived, directly benefiting over 30,000 families.
As this program gains traction, it has already begun to boost New Mexico's economy. Elizabeth Groginsky, the state's inaugural secretary of the Early Childhood Education and Care Department, notes that financial support for child care enables parents and caregivers to participate more actively in the workforce. This has led to an increase in workforce participation among mothers of young children, outpacing the national average.
For many American families, child care is one of the largest expenses they face, often consuming 8% to 19% of their income. Before this program was implemented, Maggie Wright-Oviedo's family estimated they would have spent about $2,600 a month on child care, a staggering amount that would have taken up at least half of their take-home pay. The relief that came with the passage of the ballot measure was profound. "I cried. It was that much of a relief," she recalls, acknowledging the uncertainty that had previously clouded their financial future.
The program has not only eased the burden on families but also made significant strides in supporting early childhood educators. Many educators, previously underpaid and forced to take on additional jobs just to make ends meet, are now earning competitive wages. The state has permanently raised pay for day care workers, with entry-level employees earning at least $15 an hour and lead teachers $20 an hour—a 30% increase in wages. This investment has transformed perceptions of early childhood educators, highlighting their vital role in shaping the future of our children.
While the success of New Mexico’s program may not be easily replicated in other states due to unique funding sources, it sets a powerful precedent. It demonstrates that with creativity and commitment, states can take meaningful action to address child care costs, improve workforce participation, and uplift entire communities. As families like the Wright-Oviedos continue to thrive, this initiative may very well serve as a model for child care reform across the nation. The hope is that, just like in New Mexico, other states will prioritize affordable child care, ensuring that every family has the support they need to thrive.
