
Pressure Mounts on Carney to Drop Liberal Candidate Over Controversial Comments
The political landscape in Canada is heating up as calls grow louder for Liberal Leader Mark Carney to remove Toronto-area candidate Paul Chiang. The controversy stems from Chiang’s remarks suggesting that a Conservative politician, Joe Tay, be taken to a Chinese consulate to collect a bounty placed on him by Hong Kong authorities.
This statement, seen as deeply troubling by many, has sparked widespread outrage. NDP candidate Jenny Kwan was among the first to demand Chiang’s removal, questioning how such remarks could ever be considered acceptable. She joined Conservative Leader Pierre Poilievre and several human rights advocates in urging Carney to act decisively.
Thirteen civic organizations representing Canadians of Hong Kong descent have also voiced their condemnation. These groups, including Canada-Hong Kong Link, have criticized Chiang’s remarks, stating that anyone genuinely supportive of Hong Kongers fleeing repression would never make such statements. They are calling on the Liberal Party to take a firm stance against transnational repression, especially given Canada’s ongoing foreign interference inquiry.
Joe Tay, a Hong Kong-born Canadian citizen, was targeted by Hong Kong authorities with a HK$1-million bounty (approximately $184,000) for allegedly violating Beijing’s national security law. As the operator of the YouTube channel HongKongerStation, Tay actively highlights human rights abuses in Hong Kong. His case exemplifies Beijing’s broader strategy of intimidating overseas dissidents—a practice that Canada has been grappling with, including the existence of clandestine Chinese police stations in major cities.

The controversy intensified after Chiang’s comments, which were reported by the Chinese-language newspaper Ming Pao. He later issued an apology, calling his remarks a lapse in judgment and expressing regret. Despite his apology, the Liberal Party has yet to signal whether he will be removed as a candidate. A campaign spokesperson defended Chiang, stating that he has recognized his mistake and reaffirmed his support for Hong Kongers.
However, this response has done little to quell the outrage. Poilievre directly challenged Carney, questioning why the Liberal leader would continue to back a candidate who seemingly endorsed handing a Canadian citizen over to a foreign dictatorship for money. The Conservative leader stressed that such behavior is completely unacceptable and raises concerns about whether Carney would prioritize protecting Canadians.
Adding to the tension, NDP’s Jenny Kwan revealed in 2023 that Canada’s intelligence agency had informed her that she remained a target of Beijing’s foreign interference due to her vocal criticism of China’s authoritarian regime. She emphasized that Chiang’s comments contribute to the dangerous climate of transnational repression, where activists and critics fear for their safety and that of their families.
Cheuk Kwan, co-chair of the Toronto Association for Democracy in China, also condemned Chiang’s words, stating that he openly encouraged participation in China’s interference efforts. Similarly, Gloria Fung of the Canadian Coalition for a Foreign Interference Transparency Registry pointed out how Beijing’s bounty on Tay is being weaponized to discredit him and silence criticism of the Chinese government.
The situation is further complicated by Don Valley North’s history of alleged foreign interference. Former Liberal MP Han Dong, who faced scrutiny over similar allegations, announced that he will not seek re-election. While he has denied any wrongdoing, his departure highlights the broader concerns surrounding foreign influence in Canadian politics.
As pressure mounts, all eyes are on Mark Carney to see whether he will take action against Paul Chiang. The decision will not only affect the Liberal Party’s standing but also send a clear message about Canada’s stance on foreign interference and the protection of its citizens from external threats.
