IRCC Conducts Third Express Entry Draw of 2025, Invites 4,000 CEC Candidates

In an exciting development for aspiring immigrants to Canada, Immigration, Refugees and Citizenship Canada (IRCC) has conducted its third Express Entry draw of the year, issuing invitations to apply (ITAs) to 4,000 candidates under the Canadian Experience Class (CEC) program. This draw, held on January 23, 2025, required candidates to have a minimum Comprehensive Ranking System (CRS) score of 527. To qualify for an invitation, candidates also needed to have submitted their Express Entry profiles before 7:06:43 am UTC on July 23, 2024.

This draw follows earlier rounds conducted on January 7 and January 8, which targeted Provincial Nominee Program (PNP) and CEC candidates, respectively. These draws reflect the IRCC's commitment to its “In-Canada Focus” allocation as outlined in the 2025–2027 Immigration Levels Plan. Under this plan, 82,890 new permanent residents are expected to land in Canada via Express Entry programs in 2025, reinforcing the importance of the system as one of the country's primary economic immigration pathways.

To improve their chances of receiving an ITA, candidates in the Express Entry pool can take proactive steps to increase their CRS scores. These steps include attaining higher education credentials, enhancing language proficiency in English or French, gaining additional work experience in Canada or abroad, or securing a provincial nomination, which can significantly boost a candidate’s score.

The Express Entry system, which manages applications under three key immigration programs—Federal Skilled Worker Program (FSWP), Canadian Experience Class (CEC), and Federal Skilled Trades Program (FSTP)—has undergone some notable shifts. While PNPs were expected to outpace Express Entry in importance, the revised Immigration Levels Plan has instead bolstered the role of Express Entry. In 2025, the allocation for Express Entry landings has increased to 124,590, compared to 110,770 in 2024. Conversely, allocations for PNPs have been significantly reduced, from 110,000 in 2024 to 55,000 in 2025.

These changes emphasize the growing importance of Express Entry for skilled workers looking to build their future in Canada. With more ITAs expected in upcoming draws, Express Entry remains a promising pathway for qualified individuals to achieve permanent residency. This system not only prioritizes skilled talent but also reflects Canada's ongoing efforts to attract and retain top-tier global talent to drive economic growth.
