Sépaq Faces $7.6 Million Overrun on IT Systems Overhaul, but Operational Savings Expected

The Société des établissements de plein air du Québec (Sépaq) is currently undergoing a significant overhaul of its administrative systems, a necessary update to replace its outdated infrastructure that has been in place for nearly 30 years. The project, which initially had an estimated budget of $6.4 million, has now seen its costs rise by 118.6%, reaching nearly $14.1 million. This considerable increase in spending is a point of concern, but Sépaq officials have assured the public that these higher costs will be offset by reduced operational expenses in the long run.

According to Simon Boivin, Sépaq’s spokesperson, the rise in costs is not as alarming as it might seem. He explained that the increase stems from how costs were distributed in the project’s tender, which included both the implementation and long-term operational costs for the next decade. When accounting for both the project and operational expenses, the overall budget for the entire system now stands at $21 million, a modest increase from the original $19.6 million.

Boivin emphasized that while the upfront costs have increased, the operational costs will be significantly lower than initially anticipated. This means that while the financial burden is higher now, Sépaq will benefit from savings over the system's lifespan. Additionally, should there be unexpected costs related to the ongoing operation and maintenance of the system, the responsibility will fall on the service provider, LGS, not on Sépaq itself. LGS, which was awarded the contract for this project, also developed the Saaqclic platform and is responsible for replacing administrative systems in the health sector.

Despite the increased budget, Sépaq remains confident in the project's overall value. The improvements being made are critical to enhancing the organization’s efficiency in managing its financial operations, supply chain, and human resources. The updated system is expected to provide long-term operational savings, and the initial investment, though higher than expected, is seen as a necessary step to modernize Sépaq’s operations.

This project reflects a broader trend in public sector IT developments, where initial projections often fall short due to unforeseen complexities and technological requirements. However, the long-term gains in efficiency and cost-effectiveness can justify these higher upfront investments. Sépaq’s commitment to managing the impact of these cost overruns while ensuring that the new system will streamline operations and improve service delivery demonstrates the organization’s dedication to achieving long-term success.
