Charles Milliard Enters the Race to Lead Quebec’s Liberal Party
There’s a new name officially in the spotlight in Quebec politics, and it’s one that many insiders already know well. Charles Milliard has announced that he is entering the race to become the next leader of the Parti libéral du Québec, stepping forward at a moment when the party is trying to regain its footing after a turbulent few months.
Milliard, a pharmacist by training and the former president of the Fédération des chambres de commerce du Québec, is making his intentions public through a video message shared on social media. The move had been circulating in political circles for days, and it was first reported by Radio-Canada before being confirmed. This announcement puts him squarely in the contest to succeed Pablo Rodriguez, who resigned from the party leadership in December following serious controversies tied to campaign financing.

For those who followed the last leadership race closely, Milliard is not a newcomer. Just last June, he finished second in the final round of voting that ultimately brought Rodriguez to power. At the time, his performance was seen as a strong showing, and it clearly kept him on the radar. This year, he has also been teaching at Bishop’s University in the Eastern Townships, adding an academic chapter to his already diverse résumé.
The broader context around this leadership race is hard to ignore. The PLQ is moving quickly, with a compressed schedule designed to produce a new leader before the next provincial election in October. The race officially begins on January 12, and the winner will be chosen on March 14 during a leadership convention. To be recognized as a candidate, strict conditions must be met: 750 signatures from party members across at least 70 ridings and 12 regions, along with a non-refundable entry fee of 30,000 dollars. Campaign spending will also be capped, and tighter oversight has been put in place.
Those new safeguards are not accidental. After revelations of irregularities in Rodriguez’s campaign financing, the party has created a new role focused on compliance and ethics. This measure is meant to ensure that fundraising rules are followed closely and that past mistakes are not repeated. Multiple investigations remain ongoing, which has left the party eager to project transparency and discipline.
For now, Milliard’s candidacy changes the dynamic of the race. With another potential contender, Yves Desjardins-Siciliano, reportedly considering a run, a contested leadership battle seems likely.
