Fraser Health CEO Dr. Victoria Lee Steps Down Amid Organizational Changes
In a surprising shake-up at Fraser Health, Dr. Victoria Lee has officially stepped down as President and CEO. According to a statement released on Tuesday, Fraser Health and Dr. Lee “mutually agreed” that she will be moving on to pursue other opportunities. Dr. Lynn Stevenson has been appointed as the interim president and CEO while the search for a permanent leader begins.
Dr. Victoria Lee has been a significant figure in Fraser Health for over 15 years, serving as CEO since 2018. She played a crucial role in navigating the organization through the COVID-19 pandemic and spearheaded major transformations, including multi-billion-dollar investments in healthcare infrastructure and the implementation of a digital twin system. Despite these efforts, Fraser Health has faced mounting challenges in recent years, including controversies over patient care and a scathing letter from Surrey Memorial Hospital doctors warning of “deteriorating conditions” leading to “substandard care.” Additionally, the rollout of a harm reduction supply program, which allowed drug supplies to be delivered for free, sparked significant public and political debate.

While Fraser Health has not explicitly linked these controversies to Dr. Lee’s departure, the timing has raised questions. The organization’s board chair, Jim Sinclair, expressed gratitude for her leadership, stating, “We would like to thank Dr. Lee for her leadership over the past six and a half years, and we wish her well in her future endeavors.”
Dr. Lynn Stevenson, a seasoned healthcare executive and former Associate Deputy Minister of Health, steps in with over three decades of leadership experience. She has held high-level roles at Island Health, Fraser Health, and BC Cancer, and currently serves as a professor in UBC’s Master of Health Administration program. The board has assured the public that the search for a permanent CEO will be swift.
As Dr. Lee moves on to new opportunities, she shared a heartfelt message reflecting on her tenure: “I am filled with immense pride and gratitude for the remarkable achievements we've accomplished together at Fraser Health. Our journey has been extraordinary, marked by innovation and unwavering commitment to patient care.”
With Fraser Health undergoing this leadership transition, many will be watching closely to see how the organization addresses ongoing healthcare challenges and whether new leadership will bring significant changes.
