Quebec Man Jailed by U.S. Coast Guard Sparks Cross-Border Outrage
Imagine going out for a peaceful day of fishing on Lake Champlain and ending up in handcuffs, soaking wet, and locked in a U.S. jail cell. That’s exactly what happened to a 60-year-old Quebec man, Edouard Lallemand, who’s now speaking out and warning fellow Canadian boaters to be extremely cautious near the U.S. border.
According to Lallemand, he was fishing nearly 10 miles north of the border—well within Canadian waters—when he was suddenly confronted by a U.S. Coast Guard boat. Out of nowhere, officers accused him of being in American territory illegally. He insists he was completely within his rights and had done nothing wrong. But things quickly escalated.

Lallemand described a terrifying encounter: boats closing in on him, an aggressive boarding, and moments where he genuinely feared for his life. He says the U.S. officers tied his boat to theirs, ignored his distress as he struggled in the water, and only responded after multiple desperate cries for help. “The third time I went down, I had water in my mouth. I was yelling, ‘Throw me a buoy!’” he recalled.
After pulling him out, the officers didn’t offer care or clarity. Instead, Lallemand was handcuffed, wet and shivering, and placed in a jail cell for several hours. No charges have been laid as of now, and he’s been released. However, the U.S. Coast Guard issued a statement saying he was in “U.S. Customs waters,” ignored verbal commands, and allegedly struck their vessel with his own boat.
Lallemand strongly denies all of that and says he’s still emotionally shaken by the ordeal. His message now is loud and clear: Canadian boaters, stay far away from the border—even if you believe you’re in the right. He doesn’t want anyone else to go through what he did.
This incident has sparked serious conversations around jurisdiction, the use of force by border authorities, and the potential for diplomatic tension between Canada and the U.S. For many Canadians, it’s a disturbing reminder of how quickly a recreational day on the lake can turn into a cross-border nightmare.
