TLDSB Introduces New Executive Leader Kim Horrigan
A significant leadership update has been announced at the Trillium Lakelands District School Board, and it’s already creating a sense of optimism across the system. TLDSB has welcomed Kim Horrigan as the new executive officer responsible for Facility Services, Transportation Services, and Capital Innovation. This role was created after adjustments were made to the superintendent of Business Services portfolio, and Horrigan has stepped into it with a wealth of experience and an enthusiastic outlook.
What makes her appointment stand out is not just her title, but the depth of expertise she brings with her. With more than 20 years of leadership experience in the public sector—and 10 of those years spent handling senior responsibilities within school board administration—she’s no stranger to managing complex budgets, overseeing major capital projects, and guiding large multidisciplinary teams. Before joining TLDSB, she served as the senior manager and controller of Facility Services at the Hastings and Prince Edward District School Board, where her work touched nearly every corner of operations.

Horrigan shared that since officially stepping into the role in September, she has been warmly welcomed by people throughout the organization. That positive reception seems to have strengthened her focus on community connections and local understanding—two elements she believes are central to leading effectively in a school board setting. She has also emphasized her dedication to well-being, something she considers an essential part of supporting both staff and students. And as TLDSB is known for its strong support for families, she is eager to contribute to that ongoing work.
In her new role, Horrigan will be guiding some of the most crucial operational areas of the Board. Facility Services and Transportation Services will be under her leadership, but her work will extend far beyond that. She’ll also be overseeing business continuity, crisis management strategies, capital planning and construction, and overall risk management. These areas directly shape how smoothly schools run each day, how safe environments remain, and how the Board prepares for both immediate needs and long-term growth.
Director of Education Wes Hahn expressed strong confidence in her appointment, noting that her senior executive background will support TLDSB’s broader strategic goals. According to him, her commitment to operational efficiency is expected to make a direct and meaningful impact on the system as a whole.
